- Introduction
The U.S. Environmental Protection Agency (EPA) has awarded the City of Terre Haute, Indiana (the “City”) a $500,000 Brownfields Assessment Grant to support environmental assessments, program management, community engagement, and redevelopment planning for properties impacted by petroleum and hazardous substances. The cooperative agreement covers a four-year performance period.
Through this Request for Qualifications (RFQ), the City is seeking Statements of Qualifications from experienced environmental consulting firms (“Consultants”) to provide technical, administrative, and professional services necessary to implement the grant. The selected Qualified Environmental Consultant (QEC) will assist with program management, Phase I and II Environmental Site Assessments, site investigation activities, cleanup and reuse planning, community outreach support, and regulatory coordination consistent with EPA and Indiana Brownfields Program requirements.
The term of the resulting contract will correspond to the grant performance period. The City may amend or extend the contract to satisfy EPA requirements or future EPA brownfields funding opportunities, provided a market survey confirms that the Consultant’s rates remain reasonable and allowable under 2 CFR 200.
The City reserves the right to waive minor informalities, accept or reject any submission, request additional information, or select the respondent deemed most advantageous to the City. Submission of a signed proposal constitutes acknowledgment and acceptance of the terms of this RFQ and of the EPA Cooperative Agreement governing the Assessment Grant.
- Project Overview
The City was awarded $500,000 in EPA grant funding to assess and prioritize brownfield properties with potential impacts from petroleum and/or hazardous substances. Grant activities will support redevelopment efforts throughout Terre Haute, with emphasis on priority locations identified by the City and community partners.
Grant funds will be used to complete the following tasks:
Task 1 – Program Management, Reporting & Brownfield Inventory
- Assist the City with grant administration, cooperative agreement compliance, and technical communication with EPA Region 5.
- Prepare quarterly reports, ACRES updates, financial documentation, and supporting grant deliverables.
- Update the City’s brownfield inventory and assist in site prioritization.
- Provide training and regulatory support as needed.
Task 2 – Environmental Site Assessments & Investigation
- Complete site eligibility requests (EPA for hazardous substances, Indiana Brownfields Program for petroleum sites).
- Conduct Phase I ESAs in accordance with ASTM E1527-21 and the All Appropriate Inquiry (AAI) Rule.
- Prepare and maintain a Quality Assurance Project Plan (QAPP) and associated sampling plans.
- Conduct Phase II ESAs, including soil, groundwater, vapor, and materials sampling; geophysical surveys; drilling; data validation; and regulatory coordination.
- Prepare technical reports and communicate findings to the City and EPA.
Task 3 – Cleanup & Reuse Planning
- Prepare cleanup planning documents such as:
- Remedial Action Plans (RAPs)
- Analysis of Brownfield Cleanup Alternatives (ABCAs)
- Site closure letter requests (NFA, SSL, etc.)
- Comfort Letters and due diligence support
- Develop redevelopment strategies, identify funding sources, and assist with applications for cleanup or supplemental brownfields grants.
Task 4 – Community Outreach & Engagement
- Provide technical expertise for community involvement activities and support the City’s outreach strategy.
- Assist with the preparation of public-facing materials, maps, presentations, and communication tools.
- Attend and support community meetings, workshops, and stakeholder sessions.
- Scope of Services
The selected QEC may be responsible for all tasks described above, including but not limited to:
- Grant management, invoicing support, and EPA compliance documentation
- Phase I and II ESA activities
- Sampling, laboratory coordination, data analysis, and QA/QC
- Development of site investigation scopes, work plans, and cost estimates
- Community engagement and stakeholder coordination
- GIS mapping, data management, and reporting
- Attendance at meetings with City staff, elected officials, and community groups
All work must comply with applicable EPA, ASTM, OSHA, Indiana Brownfields Program, and City of Terre Haute standards and requirements.

- Resumes for up to five (5) key staff members
- Technical Approach & Project Understanding
- Narrative describing the firm’s understanding of the EPA Assessment Grant
- Proposed approach for completing the tasks and fully utilizing grant resources
- Relevant Experience
- Experience managing EPA Brownfields Assessment Grants (up to five projects)
- Experience supporting Indiana communities with environmental assessments, brownfields redevelopment, or EPA program compliance
- References

- Current hourly rates for all personnel classifications
- Rates will not be scored but must be submitted to confirm cost reasonableness

- Insurance Requirements
The selected Consultant must maintain:
- Workers’ Compensation & Disability – statutory
- Employer’s Liability – $500,000 per accident
- Commercial General Liability – $1,000,000 aggregate
- Automobile Liability – $1,000,000
- Excess/Umbrella Liability – $1,000,000
- Errors & Omissions / Professional Liability – $1,000,000
- Contractor’s Pollution Liability – $2,000,000
Proof of insurance must accompany the submission.
- Terms and Conditions
- The City will not discriminate on the basis of race, color, religion, sex, disability, national origin, or ancestry.
- The City may select the firm that best meets the needs of the EPA Grant, even if not the lowest cost.
- The City may amend or extend the contract to comply with EPA requirements or future brownfields awards.
- By submitting a response, the Consultant waives all rights to protest the RFQ or the selection process.
- The Consultant shall indemnify and hold harmless the City from all claims arising from its work.
- The City assumes no responsibility for costs incurred in preparing or submitting a response or attending an interview.
